But she clearly does care. We see it with the first boss. You can't get used to killing, especially not after one murder.
Instead of at least being kind of indifferent, which would still be strange, the game soon makes killing efficiently a puzzle and doing it correctly even gets a little victory scene sometimes where everybody is happy they did it. As I said, I love the story and voice acting, but this just feels off for me. Oh yes, I like games where killing is no requirement and you can complete missions stealthily if you want to.
