I personally recommend Xamarin forms. It's based on C#, which is not just very nice from syntactical point of view, but is also well tested and has decades of development behind it.
That especially for beginner means lot of questions answered on sites like Stack overflow and lots of packages prepared to do whatever one could think out.
From one code base, you can compile for Android, iOS, Windows UWP, MacOS, or even Tizen or Linux (still a preview).
You can also reuse your .net assemblies in both serverside and clientside web programming using Blazor, although it's true this is not connected directly to Xamarin forms in a way that Flutter offers web support.
Graphical interface is designed with xaml, a html-like syntax to create nice interfaces based on relative positioning of individual elements.
Xamarin is my preferred option over Flutter, although this is primarily due to C# being used, which I like significantly more than Dart. And because this is quite a subjective thing, it will be upto your liking, what will you use.
