Honestly I'm not certain what exactly is causing the Watcher to not unlock. You only need to beat the game with one character when the defect is unlocked. One thing to watch out for is that multiple unlocks are not supported by the main game and character unlocks have lower priority so if you unlocked anything else at the same time the watcher would not get unlocked and would on the next win.
