How is any of that even going to work though? If the Japanese text just shows up as random Unicode characters, translating from Japanese won't do jack to help you. You'll need to convert the encoding of the text. This is a built-in feature of the Notepad2 program, as well as it also just being a better alternative to the built-in Notepad program.
From there, you want to recode to Japanese (Shiftjis), and the characters should actually appear as Japanese characters. From there, you can use translation tools.
Off the top of my head, I can't remember the keyboard shortcut to recode, but I think it's f8 or 9, along possibly with a modifier like control. Again, apologies for being vague.
