It's not bug. If you take a bit of notice, it actually works.
Fortune teller is one unique class that doesn't deal with overall level, but rather luck. That's why buffing yourself with luck is highly recommended. Read fortune gives you boost in combat if you're fortunate. If you're not, it does the opposite. But you may still be able to draw major arcana cards to hit, though the likelyhood of it hitting for high damage is lower.
