Not necessarily if the steganography tool is opensource and well audited.
But there is no need to rely on the built in encryption provided by the steganography tool.
Just encrypt the plaintext message once with PGP, and use the steganography tool to hide the PGP encrypted message.
It all depends on your threat model.
If your adversary is the government, I would not count on any steganography.
In the UK, you can go to jail for refusing to hand over your encryption key, so steganography may be useful.
