The thing about those sorts of utility programs is that 99% of the time they're not worth distributing anyway. I'm not saying that you don't have a valid point, just that in general it doesn't come up. If you really need to write that sort of program all the time and aren't ever doing anything bigger, grab D, Go, Rust, C#, C/C++, or one of the basic variants and call it a day. No need to even think about what you're doing it in, by the nature of such programs they're not going to be maintained and they're probably not over a hundred lines.
