Depends what fan.
If its the cpu fan or one of the card fans they are probably encrusted with dust and totally busted.
If it is any of those fans, just get another we are talking about 7-20 bucks here.
If its the power supply fan you could have a loose wire getting in the fan or the fan could be busted.
A new psu which is needed to replace that thing will cost 400 or so dollars maybe less depending what you get.
You can buy a good supply of 500 watt for like 200-300 bucks and you can buy 450s still if thats all you need.
