Privacy is not sketchy. Censorship circumvention is not sketchy. But you do you, in truth the average privacy unconcerned, uninterested and paranoia-free person has little business here anyway. As I said above it's simply unregulated.
Linux can provide enhanced security, but only if you know why and how to make it so (see the tails operating system, their wiki is good too).
The tor-project wouldn't build and distribute the Tor Browser for windows if it wasn't secure. The electronic fronteer foundation (EFF) wouldn't advocate for it's use if it wasn't secure. Thousands wouldn't call it a literal lifeline, if it wasn't secure. You're fine.
