I would always recommend progressive web apps, as they are supported on every platform with a browser.
Xamarin (C# and _javascript_), Flutter (Java?), React Native (_javascript_ and maybe the native code), godot (python, C#, C++, Rust, Kotlin...), and progressive web apps (_javascript_) can easily work on multiple platforms, so I would recommend picking your flavor and running with it.
