you can configure game pad when you opening plugin settings, and their you can press ctrl plus tab to go to the pad 1 tab and their you can configure it, just find the button by pressing tab, press enter on it and press the button on your controller which you want to be.
about the dolphin core in retroarch, you can't find it in the core list, i think because of server vandalism and they don't have compiled builds or something. just google something like: "dolphin core retroarch 1.9.0" and you will find it, I found a link to reddit when guy had posted the link to download it.
