Well that depends on the manufactorer of your machine and how much bloat ware they put in their initial windows images.
Generally I'd say it's a good idea to do so to have a clean slate without any programs or things you might not need.
Just prepare a bootstick, start the windows setup from within the system or set the stik as the primary boot device in the uefi, activate Narrator when the setup has started and then follow the promts with setting up everything, formating the hdd and what not.
You gotta have a registration key though which, if I might say so, can be picked up quite cheap at reseller sites if you don't have one already.
