@9, no, you don't. If you want to follow someone in the command-line, you can just do

keybase id <username>

to verify that they exist and then

keybase follow <username>

to follow them. The first command isn't necessary; just a simple use of

keybase follow <username>

will do the trick. You gotta look at keybase help again -- you can do everything you can do from the GUI in the command-line (and then some).
