Alright so I just wanted to make an update to this post, despite the lack of traffic here. So I figured out that the siri voice feature will not work for voiceover on the watch if you are using the australian voice. That is hwat I had been using as my siri voice, but then I downloaded the american voice and sure enough, it worked.
