Very strange indeed! this verifiably works on both my system and other people's, though I did discover a bug earlier where config.dat in portable versions was being ignored. Is it possible then that c:/users/<your user name>/documents is not writable?
Probably not (but is your hard drive full?)
Again, if the answer is no, that's fine, I'm just checking the obvious. If it is the case that the documents folder is unwritable for what ever reason then great! it means I'll push this update out and job done, you can update the working directory (and it will save it properly).
That being said if it is not, that's also fine, it just means I have some hunting to do. could you answer these questions for me?
1. When you click create project, enter a name, then tab to create and hit enter, does it go through and create okay? Or is that the point it raises a flag.
2. same question as above, but for the documentation builder.
3. If not to the above two questions, in the documentation builder, do you edit anything before trying to save?
4. Does the bug still occur with the html project creator when you create a page and if so, is this using a name which has only a to z in it? Or do you included accented characters?

Thanks for this report, can you tell me is the bug you are experiencing happening with specific elements, or all of them?

I appreciate what you are going through is difficult, but I simply ask for perspective on your post.
Sunrise Waterfall is not like a game or a simple piece of software (like periodic table), where everything is pretty much predicted, in Sunrise you have to predict a lot, and I mean a lot, of moving parts which is why diagnosis of a problem can sometimes take a few questions.
Take for instance a simple HTML page, to load that into Sunrise you first have to write a way to check to see what type of html doctype was used, if any, or whether a simple plain html tag was used, then check to see if there are meta tags in the head, then save the title, then start parsing the body, checking for all the various tags, how they're formatted, whether they include ID's and so on. On top of that you have to account for did the person write, for instance, less than br space slash greater? less than space br space greater than/
That's before you get into the actual program itself, the usual moving mechanics that come with text manipulation and all sorts.
I do my best to offset this by providing as fast response times as I can and the best support I possibly can detail when people raise concerns or bug fixes, as shown in the change log. With most, as is the case I suspect with post 13, by far the best route is to provide me (through email for privacy) a sample of the file that is causing concerns, as usually then it just requires some kind of except to be written in, for instance, if tag is not recognised do x.
Of particular note is in version 3.4 the mainframe of the program was rewritten to better handle UTF8 characters, and most of the bug fixes you are seeing in 3.4.1, and 3.4.2 are usually related to that in some form and are usually related to an obscure piece of code relegated somewhere to a forgotten line.
The point to this long winded explanation is, while I appreciate and definitely understand your frustration (I think I'd be annoyed in your situation), Sunrise is, as a core program, stable and release worthy. It's not bug free (nothing is) but I can reassure you, (and not through ego through genuine numbers) that there are many users who have downloaded and use the program successfully. What you see here, as is the case with Github too with other projects, is a list of problems, something that doesn't show the list of happy users and so creates a slightly unfair bias. To be fair, that's not just Sunrise's fault either, you see that in a lot of products too especially as when developers or publishers republish praise, they often can be accused of being braggarts, saber rattlers, or egotistical fakers.

That long winded explanation aside though, I maintain and will continue to attempt to keep up to date with my commitment to the users of all of my products, addressing each concern carefully and with my upmost attention, fixing it as soon as I can. It's just a matter of reproducing it.
