a way to translate what is translateable in any xml dialect

is there any programme or something to translate what could be translated in an xml like file, translateing everything but the tags? for example:
<tag1>test</tag1>
<tag2>test2</tag2>
it should translate the words "test1" and "test2" and leave the rest alone because they are the tags which if translated will break the hole file
