@Pragma: "minimal_damage" can be set to 0. About different minimal damages, this might be addressed by issue #37, "Different damage amounts to different unit types":

I tend to consider "minimal_damage" as a property for the whole game, but it might be possible to include it in a unit definition and inherit it, or keep the global parameter and use it as a default. It might be complicated to set this for each unit and not very useful. Or maybe just set it for each unit if you need it, and it would be 0 by default.
