VST plugins are dlls and consequently cannot be modded in any way without original sources.
But you're not out of luck, quite. Install audacity, copy it to the pugins folder in program files, and then go to edit>preferences and find effects. If you uncheck Display VST effects in graphical mode, you get something that is at least accessible. Nonintuitive sometimes, but at least accessible.
