Either IM or Skype should be able to provide a group chat which would allow you to control who is involved, however it wouldn't be possible for people to just drop in for example so you'd need to arrange the session in advance and find the players in advance as well. An embedded dice roller while nice isn't all that essential, if you're playing with people you don't trust to tell you what they rolled honestly then you probably need to find a better group.
