It depends on what you are trying to accomplish.
If you need a secure way to use a wireless access point, or use your home IP remotely I think the best shot is SoftEther VPN which can be found at www.softether.org.
It's cross platform and opensource.
Another more esotheric alternative is setting up a Tor hidden service with a SSH server.
You can then use your own home IP or remotely control your computer via Tor, which is very cool.
