Yep, I'm glad to add a page for Clok, it's a great mud and it's got some access fixes, and we do need more muds.
Moderators, news posters and db maintainers are different things, and we have some people who do one and not the others, there is no rule that says if your a mod you also maintain the db or post news, it's just so happened that the people who get to be moderators have also been the people who work as db maintainers, though as I said elsewhere once appointed how much maintaining they do is up to them and can be something of a variable quantity.
For How to become a moderator/news poster/db maintainer, well as it says in the faq, there isn't really a formal process so much as when it seems like someone would be a good fit for the job, but this isn't really the place to discuss the matter.
