I think 4.4 has a bug where the accessibility shortcut doesn't always work. I know that when my 2013 Nexus 7 was running 4.4, it was extremely hard to get TB going with the accessibility shortcut. If possible, upgrade your device to Android 5.0 or higher. I have found that the accessibility shortcut is 100% reliable with 5.0 and up.
