Doing a clean installation helps to get rid of bloatware which you might not want to infect your new Windows 10 installation.
I personally always prefer clean installation over upgrading the system, because the upgrade often goes wrong -- a software package which worked in Windows 8.1 doesn't work so well in Windows 10 but Microsoft doesn't handle all these situations well, and from an accessibility point having more bloat is almost never good.

Note that in order to take advantage of the free upgrade to Windows 10, you must first do an upgrade over your genuine and licensed Windows 7 or 8
.1 installation otherwise Microsoft does not recognize your system as eligible for the free upgrade.
After completing the upgrade, your computer gets a unique hardware ID which can now be used to active your device even through a clean inst allation.
Microsoft remembers the hardware ID so you if you ever need to re-install Windows 10, you wont have to reenter any product key.
