It's simply a convenience thing.  Not having to potentially have to
reach for the volume control every time a new track is played in
shuffle mode could be considered a sufficient advantage to outweigh a
potential loss in sound quality.  However, when listening to albums,
you should only have to adjust the volume once, so getting the best
possible sound quality becomes more of a priority.
