The simplest approach would be to remove L8 and D4, bypassing the
LT1940L supply. Then attach the super reg across, say, C30, or anywhere
else close to the oscillator or xilinx.

Use a continuity meter from the "GND" or "3V3" vias, near C19, to
identify a convenient place to attach the reg. You can put it right
across C19 if you want, but closer to the xilinx chip might be better.
