I don't know the internals of replaygain, so I can't talk in specifics.

But in general, bits are bits.

Changing by 15 db is about 2 and a half bits.
Lowering by 15 dB on a 16 bit signal will make it be 
a 13.5 bit signal.

Dither can help with the half bit.

In a 16 bit world, lowering the signal by two bits costs you 12 dB in
signal to noise ratio.
