In that price range I'd be patient and search out a pair of used Sound
Dynamics 300TI ($350-425) on audiogon and save some money to pour into
an amp down the road (a modded Jolida 801 tubed amp paired nicely for
me and offered great bang for the buck).  They handle just about all
music well (e.g., female vocals are a true pleasure and the sound isn't
the least bit fatiguing, but the bass, though more than adequate in a
medium sized room, isn't huge). Put them on a pair of decent stands and
and they'd be perfect for an apartment.  I've never personally heard
anything that comes close for $1000 or less (a lot of folks agree).

In general, I'd agree with the other posters that you can get a lot
more for your money by buying used.  I've bought lots of stuff from
Audiogon and, as long as you use common sense, you're safe. You don't
get a free return policy, but you can always just resell (although
you're risking $40 or so on shipping with speakers, but you won't be
wanting to send the 300TI's back).
