They can be if you make it so.
slimserver is quite happy with multiple occurrences of the "Genre" tag,
and also with multiple values in the same tag (if you specify the
separator that is to be used, in server settings / behavior).
I use this a lot, especially for classical music, where a piece might
be tagged as "classical;romantic;concerto;piano". Others use this
technique for flagging music of a particular mood
("rock;metal;headbanging") or ownership ("rock;john") or who knows what
else.
