The -ve is indeed on the outer sleeve, check with a meter after you have soldered the new lead and plug.. The SB3 minature power plug is a generic item and can be bought from any electronics supply shop (Radio Shack, Maplin etc). Best to take the stock supply with you and ask the shop to match the plug. They may have an already made up lead you could use/modify.
