As I said, I'm not familiar with this DAC. I use an MF X-DAC v3 which upsamples internally. The standalone UPCI plugs into the SPDIF socket of the DAC (no cable between them) and injects a new clock onto the SPDIF clock. My UPCI is a 44.1 Khz clock - You can get others speeds (eg 96Khz for use with DVD players or whatever) The JISCO unit scrambles the incoming jitter (allegedly) making it less "problematic".
I'm a firm believer in upsampling techology having used it extensively in studios. As earlier posts state, it allows the filtering to be much more gentle and further away from the top of the audible spectrum. Upsampling doesn't add information that isn't there in the first place.
