Inductance is caused by a changing magnetic field ("flux"). Which is
why a transformer will only work on AC - the changing electric voltage
causes a changing magnetic field which induces another changing
electric voltage in the second wire loop.

I recall a pretty simple experiment in first-year physics. The prof
had what I believe was a solenoid hooked up to a voltmeter. Obviously
the voltmeter was at 0. When he moved the tubular magnet sitting
inside the coil, the voltmeter jumped - as soon as he stopped moving
the magnet though, the voltmeter immediately went back to 0.
