Thanks .. it has to be something like that and the FFT routine I am
using does return an answer that is normalised to N. I.e. a sine wave
with amplitude 10 will return an FFT with one bucket of height 10 (and
not height N). But I can't see why white noise would suffer from the
problem whereas a straight sine wave doesn't. I had quietly wondered if
the FFT of noise -> 0 as N -> infinity but I suspect this is wrong.
