I think this is going a bit fast. It's not easy to think of something taxable that is associated only with listening to music on which copyright hasn't been paid. So as a compromise the tax is applied to something that can be used for other purposes as well. That's bad for people that use lots of blank CDs, but it's good for everybody else and for musicians (presumably). So this again is a question of balancing the good of the many against the detriment of a few. In any case, I share the skepticism here that a specific tax which gets distributed to artists would be the best thing to replace music copyrights with - it was just an idea.
