Try and work out where the pitch whine is coming from. It tends to be one of the fans in your PC, which can be easily replaced with quieter versions at little cost.
In my experience the small fans on graphics card and motherboards often are the noisiest. Depending on the budget level there are various solutions to quieting PCs. See www.quietpc.com for some product ideas. If it is the graphics card one option is just to disable the fan & see how hot it gets. I did it on one of mine (which I didnt mind loosing if the experiment didnt work) and it has run fine without the fan for years. My PCs are totally fanless, and so quiet the gf sometimes switches them off when she means to switch them on!
