There is some debate as to the legality of "the russian site".  It is
based in Russia and does not violate any Russian laws.  RIA's arguement
is that it SHOULD voilate Russian laws; that there ought to be Russian
laws that make it illegal.  Russia is trying to gain entry into WTO and
RIA is pushing for "the russian site" to be closed in order to be
accepted.  This may work in the end.

As for US laws governing a Russian ecommerce business, there are none. 
Is it just plain wrong?  You be the judge and vote with your dollars. 
You can always buy CDs and RIP them.
