*Actually* it's the power ratio or the square of the RMS amplitude,
i.e.

Ps/Pn or (As / An)^2

You can then take the "squared" factor outside of the log where it
becomes a multiple of 2, which is where the "20" comes from (10 x 2),
e.g.:

10 log10( (As / An)^2 ) = 20 log10( As / An )
