No - they do totally different things and can be used together - see
the Altmann web site: the UPCI reclocks the SPDIF, injecting a new
clock right at the input to your DAC (well at the socket anyway, thus
eliminating any effect the SPDIF cable will have had on the clock).

The JISCO on the other hand...well exactly what that does is anyone's
guess - but I understand that it "does some" to uncorrelate any
correlated jitter (getting out of my depth here).
All I know for sure is that they sound good in my system.
