Regarding the measurements on that site, most are good, but there are
some problems to be aware of.  If the voltage and current of the
capacitor aren't exactly 90 deg out of phase, the test setup will show
a loop on the oscilloscope display.  The author claims that such a loop
is due to hysteresis in the D-E characteristic of the capacitor's
dielectric.  This is not correct in general.  His setup is unable to
distinguish voltage and current not being exactly 90 deg out of phase
(which can be due to errors of the capacitor that are entirely linear
in nature, such as ESR and ESL), and hysteresis in the D-E
characteristic (which would result in distortion).

Electronics World.
