Thermal noise in circuitry means that it's pretty much impossible to build a genuinely linear 24 bit DAC (short of using something like liquid nitrogen cooling). The bottom few bits are effectively noise, so if you shift your 16 bit samples down by 8 bits (ie. down to the 9th - 24th bits in the DAC), you'll lose the bottom couple in that noise.
