What you did was to simply change the designation of the file as being one speed or the other. The data was not modified, so it's analogous to just turning a record or tape slower.
You need to look for an option to "resample". This is a mathematical conversion of the information from one sample rate to another. I'm not sure if there's a quick and easy way to do that with Audacity. If you create a new project at 48 KHz, you can then "import" a file at some other sample rate and it will be converted during the import, but that could be tedious. There are better tools out there for resampling, not just for ease of use but probably sound quality too. Unfortunately the only ones I have used are unix command line tools and probably not what you're looking for.
