The only way to bypass the Mixer (i.e. Volume Control) on windows is to
use ASIO or DirectSound. You need drivers for that specific device to
use ASIO or DirectSound. It's by design, because if someone installs a
cheap USB Sound Card the user will expect the Windows Volume control to
work. But for simplicity anything that runs through the mixer is
resampled to 48khz.

Search for ASIO on google or on these forums for more info.
