My understanding is that a good buffer (like the Burson) reduced the potentially degrading effects of interconnect cables on the transmitted autio signal, and additionally presents a stronger and less distorted signal to the input stage of the following component.
Having the buffer as a separate stand-alone component with its own high-quality power supply, also isolates it from the power supplies of the other equipment, which can bring further benefits. Also like Dave said, a buffer will overcome any existing impedance mismatch problems between line-level connected equipment - making such equipment compatible and greatly improving the resulting sonics. The Burson for instance, has an input impedance of 550K ohms, and an output impedance of under 30 ohms.
