What you say of capacitors in parallel is only true of perfect
(theoretical) capacitors, but those we buy are not so. They have
capacitance, resistance and inductance, and the method of their
construction will affect their real life performance. A relatively
large (electrolytic) capacitor may pass higher frequencies poorly. If
it shunted with a smaller capacitor of different construction those
failings can, to some degree, be overcome. But hasn't this already been
explained?
