just an quick update - I have now solved the noise problem. I by-passed the HCU04A HEX inverter and now feed the clock signals directly into the XLINX chip - I know that this exposes that chip to potential static discharge damage ect, but it seems to have cured the problem. I may remove all of the oscillator components and try to feed through the HCU04A again but for now its working and I have totally disabled the HX inverter chip.
