dbpoweramp can rip wav files to flac at any bitrate and resolution you
want. It's one of the DSP options (not in the free version, I think it
is in the reference version).

Lots of listeners think 96k files sound better, even when the source
isn't hi-res. One of the possible explanations is that the filtering
during the D>A conversion is done at higher frequencies than with
standard res, and the result sounds better to some ears. If you like
it, do it.
