In many cases the "digital distribution rights" rest with the record
company not the artist. For instance there's been some discussion of
Aqualung by Jethro Tull on this forum recently and I believe that is
one example where the vinyl rights are owned by the artist but the
digital ones are owned by Chrysalis (the record company). This was the
reason why there was no CD/download version of the 2007 Classic Records
vinyl remaster.

If you're asking me to define "many" I can't...but you can pretty much
imagine which artists have FULL control and rights over their
back-catalogue in all media/formats... 

Beatles = yes
Led Zeppelin = yes
Pink Floyd = yes
etc
