The changes you're making with TT3.0 are to the INTERNAL firmware of
the Touch, not to SBS (the external server software).  As such, you
can't have the Touch "off" when you're fiddling with TT
stuff--otherwise, you'll not be able to access it.  As to your amp, it
doesn't make any difference as to whether it's on or off.

I don't believe you can make "on the fly" buffer changes.  If I
remember correctly, each buffer change (or most of the other tt
commands) trigger a reboot of the Touch.  You have to wait a minute or
two after each change for the Touch to reboot itself and come back up.
