I think it mainly depends on the size. The big ones (10Ah and more) usually can do it, smaller ones often can't. It's probably because the smaller ones have simpler charging logic. But I've explicitly come across several that were not able to charge and operate at the same time while I was searching and that was only a few weeks ago, even big ones.
