        When the government purchase card was devised the cost of the
purchases was to be charged to One Object Class 26.51 which is Supplies.
This is because back then the card was used for supplies and the procedures
and regulation was set up for using one line of accounting for each card
regardless the number of times the cardholder purchased supplies.
        Today the purchase card is used to purchase items of equipment,
(OC31.00); Printing (OC41.00) and there is consideration of using the card
to pay for telecommunications (OC23.00).  The cards are purchasing 31, 41,
and 23 items of merchandise or services and being costed to Supplies (OC26).

        This distorts the budget, asking for needs in equipment, printing,
telecommunications etc. and distorts financial statements when you record
the purchase for the aforementioned items under supplies. I am trying to
find a government regulation in which the item must be charged to the Object
Class to which it really belongs. Can anyone help.
