We just ran into a very similar situation.  We have activity committees in the grade schools setting up accounts and our director of finance is not aware of them.  Please share any suggestions or statutue or policy statement, so there won't be a need to re-consider all the angles in formulateing policy.

Do any other institutions of higher education have a policy regarding checking accounts?  We just discovered a department that has several of it's own checking accounts, with the cash for those accounts obtained from our foundation.  I would be very grateful for any policies that you can share, even remotely related to this topic.
